Guidance about the NIH Fiscal Operations for FY 2023 are described in NOT-OD-23-071.
The Office of Research Infrastructure Programs (ORIP) distributes its resources among many diverse programs and mechanisms. ORIP is committed to funding the largest number of meritorious projects possible, while allowing the flexibility needed to support selected program priorities and respond to emerging scientific opportunities.
All ORIP awards will be funded as outlined below; however, if appropriate, administrative and programmatic adjustments will be made.
Competing Award Applications
New competing C06, S10, and SBIR/STTR awards will be issued at IRG/Council recommended levels minus unallowable costs except for specific administrative or programmatic adjustments and availability of funds.
New K01 awards and new and renewal competing R13 awards will be issued at the IRG/Council recommended levels minus unallowable costs.
New and renewal competing T35 awards will be issued at the number of slots recommended by the IRG/Council and adjusted to the NRSA FY 2023 levels.
New and renewal competing T32 awards will be issued at the number of slots recommended by the IRG/Council (not to exceed 6 slots) and adjusted to the NRSA FY 2023 levels.
New competing F30 and F31 awards will be adjusted to reflect the NRSA FY 2023 levels.
For other competing mechanisms (R01, R21, R03, P51, P40, U42, U54, R24) awards will be issued at IRG/Council recommended levels minus unallowable costs except for specific administrative or programmatic adjustments and availability of funds.
Non-competing Continuation Award Applications
ORIP non-competing continuation awards will be issued under the following guidelines:
- T32:
- Number of slots will be at committed FY2023 level (not to exceed 6 training slots)
- T35:
- Number of slots will be at committed FY2023 level
- U42:
- Will be issued at 100% of the FY2023 committed level
- F30/31, K01, R01, R03, R13, R21, P51, P40, U24, U54, R24, UM1, and SBIR (R43/R44)/STTR (R41/42):
- Will be issued at 100% of the FY2023 committed level

ORIP is committed to funding the largest number of meritorious projects possible, while allowing the flexibility needed to support selected program priorities and respond to emerging scientific opportunities.
All ORIP awards will be funded as outlined below; however, if appropriate, administrative and programmatic adjustments will be made.
Competing Award Applications
New competing S10, K01, and SBIR/STTR awards will be issued at IRG/Council recommended levels minus unallowable costs.

- K01, K26, R13/U13, F30/31, SBIR (R43/R44)/STTR (R41/42), and all T awards:
- Will be issued at 100% of the FY2017 committed level
- R01, R21, P51, P40, U42, U54, R24, R25, and UM1:
- Will be issued at 95% or higher of the FY2017 committed level

New competing S10, G20, K01, and SBIR/STTR awards will be issued at IRG/Council recommended levels minus unallowable costs.
New and renewal competing R13/U13 awards will be issued at the IRG/Council recommended levels minus unallowable costs.
New competing R25/SEPA awards will be issued at the IRG/Council recommended levels minus unallowable costs.
New competingT32/T35 awards will be issued at the number of slots recommended by the IRG/Council and adjusted to the NRSA FY 2016 levels.
Renewal competing T32/T35 awards will be issued at the FY 2016 slot level and adjusted to the NRSA FY2016 levels.
New competing F30 and F31 awards will be adjusted to reflect the NRSA FY 2016 levels.
For other new and renewal competing awards, consideration is given to adjusting the award level from the direct cost amount recommended. - Center Awards:
- P40, U54 and U42 awards will be issued at the FY 2016 committed levels.
- For other Centers, adjustments may be discussed with the Principal Investigator.
- Other Research awards (Research Careers and Research Resources):
- R25 (Research Education Programs for Laboratory Animal Veterinarians), K01 and K26 awards will be issued at the committed FY 2016 levels.
- R24 and U24 awards will be issued at the FY 2016 committed levels.
- R25 (Science Education Partnership) and R25 (Science Education Drug Abuse Partnership) awards will be adjusted to reflect a no greater than 2% decrease below the FY 2016 committed levels.
- Research Training: T32 and T35 awards will be issued with the number of slots at the committed FY 2016 levels and will reflect the NRSA FY 2016 levels. F30 and F31 awards will reflect the NRSA FY 2016 levels.
- SBIR (R43/R44)/STTR (R41/R42) Awards will be issued at the FY 2016 committed levels.
- Conference Awards: R13/U13 awards will be issued at the FY 2016 committed levels.
